dirty needle/seat can hold the pump open... i'd go back through the carburetor and make sure you clean everything with cleaning solution before reassembling. carbs are a no-nonsense piece of equipment. when they are right, they are right. if you forget something, or don't do something while they are apart (like blowing air throughout to make sure that the little pieces don't get stuck in a place like the needle) then they are a mother to get right. it usually requires disassembly, air and cleaning solution to make them right again.

as to the too rich problem, what size jets are you using? did you at least set the idle? just curious...
