This sounds like a clogged bowl vent. Either you have junk blocking an internal passage...or the metering block gaskets in your kit were the wrong ones for your carb.

There are several different gasket configurations available, holes in different places, and they all fit and look basically OK at a glance.

However, if you use the wrong one for your carb it will block off certain passages causing odd problems including the one you're describing.
