You dont "need" them yes it would help to have them all done before hand but why waste money on the the tune when your just gonna get it dyno'd when your cam is put in... I say full exhaust first, then cam, and if you have the money an intake, all thats needed. Power programers are worthless to him if hes gonna cam it.
