As for the registration stickers, it was indeed to save money. In addition, inspection stations will be issuing warnings for minor equipment violations(i.e. lamps that are out, improper color of lamps, tinted windows), but advising motorists that they may still get pulled-over and ticketed for the violation. This is also to save money because the private company that runs the state inspections stations charges the State about $25.00 per reinspection for vehicles that were failed/rejected on their initial inspection.

Could that be why they like to fail people so much?
