It's probably a technicality because the frame is still original? Although if it's a unibody that's probably not true either. There's going to be some interesting laws and so forth coming up about this issue. They went through the same thing with bikes after the whole chopper craze. It's very difficult now to get a kit bike titled, even if it comes with an MSO.
