Edit: Yes Scott, you can, and I did print it up thinking that it was good to use. Problem is, there is a big header that says "CANNOT USE FOR STATE INSPECTION"
I stopped right there. I can use it so the police dont throw me a ticket, but they will see that and send me on my way...again.

I was rooting for you...trust me I was but I voted for failing for something else. I only knew this would happen because the inspection station is a joke and they love finding little things wrong. At least what you need to pass is cake so you don't need to spend any $$ to get it through.
