Well ill get it out of the way so none of the other idiots who normally post this do....
all law enforcement personnel are dicks and are just out to get you etc. 
In all reality its up to the individual police officer to give the ticket and make the choice. I did not read the link but who knows how fast the guy really took off or if he did chirp his tires . Do I think you should be able to get a ticket for taking off from a light fast as long as you arent speeding or spinning.... No but I'm not everyone
