people rely on the speed limit when judging when to pull out and when not to. or imagine while your tearing ass up to the speed limit and a ball comes rolling out into the street and a small child darts out into traffic.

If the speed limit is 50mph and I go as fast as I can from 0-50 I am still only going to be doing the speed limit and would not be speeding. Doing 100mph is speeding anytime of the day whether you are weaving like a moron on a highway or doing it at 2 in the morning thinking that you are the only one on the road.
