yeah like i misworded it. you can anticipate other driver's actions. but you can't fully rely on it. if you are waiting to pull out, someone is approaching you with their blinker on from somewhat of a distance, do you assume it is safe to pull out? no, you assume they have their blinker on.
oh and i pull out into traffic pretty much all of the time and throttle up to speed pretty good. i don't slow down for corner's really either. can you get a ticket for the recommended speed limit of curves? surprisingly, i haven't
