No, but if the guy rear ends you it's his fault for not leaving enough following distance. And that's pretty much straight out of a state trooper's mouth. When I got rear ended on Rt 78 that's what they all told me.
And anticipating/driving defensively isn't necessarily a conscious thing- I don't think too many people sit out there taking time to think to themselves about what to do. But I'll bet every one of us does this.
