16 quarters is a far cry from 5,600 pennies.
The issue isn't even that they refused his money....they didn't. He just had to write a DL # on them, most likely so they could trace them back to him if any of them were short. Most banks make you write your account number on any roll of coins that you want to deposit, not really any difference.
Sounds like he's just trying to make a big deal about it for no real reason.
