No, that is the brake reservoir. The p/s pump/reservoir is bolted to the front of the engine, should be lower LH side. Check the fluid.

When you load the PS at the end of the range it loads the pump which can be a drag on the engine. EFI can compensate with the IAC but a carb can't.
