Those rockers shouldn't get torqued. Theres a sequence to follow, I can't remember it now. Just make sure before tightening down the rocker nut the valve you are tightening should not be opened. If you tighten down the nuts on a rocker when that cylinder should be on the compression stroke, you'll be good to go. With that being said, when using used hydraulic lifters, tighten down the nut 3/4 turn-1 turn from zero lash. On new hydraulic lifters I believe it is 1 1/2 turns.

With that being said, zero lash means when the rocker tip just touches the valve stem. You'll know your at zero lash because if you shake the rocker arm you would not be able to feel it rattle.
