This is quite true, most people dont think it is a big deal but those places dont want to be fined by the EPA, would probably put them out of business

Another thing that may be a consideration is that the steel in a gas tank can rot and they dont know how long a vehicle may be in there without any attention. Gas tanks stored over time can accumulate moisture and an old car could already have thining points, add time and you can have a potential hazard...
