you can always use a clamp to pull the tie rod onto the centerlink then tighten the bolt. ITs spinning because there is not enough friction in the tapered connection. You can even give the flat surface of the centerlink a tap or two with a hammer after the clamp is on to tighten it up more before you continue.

i seem to remember having this problem on my car as well. the new tie rods came with locking nuts and no cotter pins, the old parts were castle nuts and cotter pins. I used the old nuts.
