Yes, it is a new difference. This has recently changed and the volume difference is much more noticable so it is new!
I think the change to digital has made a difference in the volume between commercials and shows. Heck, I can't even hear Mr Rogers anymore! And then KABOOM! Billy Mays (RIP) blows me out of my chair!
