That CPU and the GTX260 won't be enough to run GTA4 on max setting with a decent frame rate.

you will need the following components

Case
Motherboard
CPU
VIdeo card
Ram
Disk Drive
Hard drive
power supply(this is one of the most important parts think of it as a power adder such as nitro a cheap kit will destroy your car)

Those are the basics you can always go into more depth 8gb of ram instead of 4gb and so forth think of it as modding a car lol
and a few tips Intel is the shzinit in cpu's right now but AMD is cheaper and still performs great.
Now days you have the ability to get 2 or 3 of the same video card and link them together in SLI(Nvidia) or Crossfire(Ati) to perform much better over having just one card.
If you go with a intel board and chip you will need a Nvidia video card and if you go with a AMD board/chip ATI cards will be your game. Unless you can find a AMD board with a intel chipset they are out there just hard to find and normally overpriced.
IMO the best bang for the buck in video cards is the 9800GX2 it is a year old now days and is only available in used condition but it is a card that already has SLI built into it making it 2 cards in one, I have 1 of these and it runs CoD awesome.
My rig is as follows for some guidelines

OCZ PC Power & Cooling Silencer 750 Watt Power Supply
Western Digital Raptor 160GB 10k RPM( I use this as my main drive that has my operating system on it)
Western Digital Caviar 500GB 7200 RPM(second drive for storage all the pirated movies and games and pron are here)
EVGA 9800 GX2 Graphics Card
INtel Quad Core Q8200 CPU
Ocz Reaper HPC pc2-8500 4gb 2x2gb sticks of ram
EVGA 680i SLI Intel 775 Motherboard
Zalman CNPS7700 ALCU Heat sink Cooler
all this is tucked inside a Lian LI V-pc1200 case

When picking a case I recommend leaning towards a full tower it will give you alot of room to work with and make cooling easy always make sure to have enough cooling(more then 1 fan) and for cooling your CPU never use the stock cooler they tend to die after a year or so reference the zalman heatsink cooler above.
as for an operating system vista is getting better and better but vista is being replaced next year with Windows 7, now that kicks asss I have a few copies of the Beta left if you want one. The beta will be good until june next year then you will have to buy the full version.

My next step is a kick azz gaming Pc in my trans am HAHAHAHAH or maybe just a Xbox
