I think the problem is that people see a cruiser a mile away and put their phone down, its not a long process, so basically if your are really retarded or if a police officer is in an undercover car, they aren't going to catch cell phone talkers. they need to enforce a special task force that is all undercover, with the sole purpose of catching and ticketing these people. I can't count the times I said man I wish a police car was around.

they needto be undercover in cars other then crown vics, durango's, and the other cop cars, they need to be in under th eradar cars, and that would catch the real people breaking this law, if would create jobs, and increase revenue to the state.
