It terms of tuning, the OBDII would be easier to find people to work on it.
The 95 OBDI would be as low as I would go, same as the 96 and later minus the CPS and tuning.
I don't know how high you plan on revving it, but the OBDI stuff is limited to ~6800 whereas I think the OBDII can use the last fuel cell past that..
Also, pre 95 will be a different timing cover than the later OBDII ones and earlier SD stuff.
