I think it would be cool to have different classes of licences based upon a test and safe driving history. One residential and roads under 50 and a second class for highways. Might keep the poor drivers out of high speed situations. Easy to spot with a diferent colored plate. At least you would know who to keep your distance and keep the bad drivers from doing 60 in the fast lane.
