Absolutely. You can flare stainless with a cheap tool but you will probably waste a fair amount of tubing. The tubing can frequently push out of the tool, and then you usually have to start over. Not that I've ever been there

Honestly I wouldn't screw around trying to force a seal with the wrong angle. If it's important enough to need a flare it's important enough to have a good seal.
