Most / All DOT light housings won't project light in a symmetrical pattern. The pattern is usually low on the far left, steady across the center, and peaks at the far right. This is so your lights don't shine in the eyes of oncoming drivers, you get good light down the road in front of you, and you have more light above the road on the right side to illuminate road signs.
