It doesn't apply to me... But really, is this suppose to "warn" experienced motorists that there is a new driver on the road?? Is this suppose to help experienced motorists drive extra cautious around these new drivers just because they have a red decal on their license plate, and have a higher risk of getting into an accident? Mind as well put a "Pull me over, I may be tweeting on my cellphone" sticker on the back window.
