Personally, if it's as loud as you say, I wouldn't take the chance. All it takes is one neighbor to cause more trouble for you than the air rifle is worth.

You can own and store AR's in NYC.....However if you built your own, I'm assuming that your rifles might have some feature deemed illegal in NY state. i.e. clips with over 10 round capacity or full auto to name a couple.
To the OP. definitely check your town and county rules. When I moved to NJ from NYC I called my local precinct, contrary to popular belief they where very helpful and explained every county and town restriction.
