This became big after 9-1-1; terrorist cells would use them to launder their money. Ill gotten cash ends up in your wallet via your bank account. These smaller machines are also not regulated by a bank and could be loaded with the aforementioned scanners.
Did a little research after this happened and found out alot of what you just said about the foreign objects over the slot for your card.. pretty crazy i dont usually use the atm so from now on if i have to withdraw ill just go inside

yeah i didnt know apparently TD's ATM limmit is at a pretty high $760
