So long as that section is not cracked it looks like an easy fix. Perhaps something you may want to tackle on your own w 20-30 dollars of material. That section of the bumper is flat black if I remember correctly. If you mask both sides nicely (you'll want to do both sides for a clean matched look) and protect the surrounding areas you can prep with a grey scuff pad or even wet sand with 1000 grit paper. Then follow up with 2-3 coats of a flat bumper paint. SEM and 3M both make aerosol versions. We would charge 200.00 for labor and materials on a detail project like that.

If it is cracked then the best repair is to remove the bumper cover, repair and respray. A 400.00 job w/ materials.
