Is there power going to the relay? Its terminal 30 if its a conventional relay but I think thats the funny numbered style. There should be constant power to one terminal though, even with the key off. These have fusible links coming off of the battery so there is a chance the fan is drawing too many amps because its dying, thus popping the fusible link.
