Just my opinion, but if you are looking to sell then get a few body shop quotes to see what it would take to make the car into "more" sell-able condition. The peeling paint will be an immediate red flag for MOST people to either not bother looking at the car or low balling you because they know it will need paint. Some folks can look past cosmetic items and recognize a good running car but finding that perfect buyer will be tough.
If getting a quick re-clear or fix of the paint isn't too much money, it will help move the car. I wouldn't put $4k into a paint job for something you are going to sell. I don't see you getting much of that $$ back.
