Do you know anyone with access to wholesale cost of auto body? I have a friend that sells used cars and he gets auto body work done cheaply. For example, his cost to repaint your car would be less than $1500. That may help make the car more marketable.
Nonetheless, I would still try and sell as-is first. You may find an end user willing to accept the paint as it is for whatever reason.
