Willing to spray, with even an HF purple gun? Honestly I'd consider an epoxy primer with zinc in it. I think SPI's stuff has that and it's UV stable. You might even be able to brush it.
POR 15 has worked well for me but only on really rough surfaces. It REALLY needs tooth to work well. Was/is great on a fresh sandblasted surface but it's also come off in big flakes on floor pans.
