The pieces in your picture are #21 and 39. The cylinder turns number 47 which engages the rack number 44 and that works the linkage number 76 that hooks to your ignition switch.

You have to disassemble most of the column to replace them. If you do it yourself I would replace the tilt pins, they tend to wear out and cause excessive play in the wheel or they fall out and cause the problem your having now.
