Get a rust reforming spray like metal ready, apply that following the instructions properly (emphasis on neutralizing, if you don't do it you can have adhesion problems) and coat it with a durable paint of your choosing. Metal ready (or metal prep now), Ospho, or one of those is basically an acid (like phosphoric) that leaves a zinc coating. Be aware that it works via chemical reaction so if you do it in the cold winter it may work like ****.

Seems like possible overkill but it's how you'll get a solid coating.
