Stupid question RE: the struts

I was thinking about it the other day, but when I was putting the Billies in the front. There is a zinc coated washer/spacer that comes with the strut, but Im not sure where exactly its placed?
I put it on the top side of the strut mount, and the threaded part sticks up way way too far.
I put it on the bottom, and it seems to fit better there, but just wasnt 100% sure. I looked at the directions, and they dont really highlight how its supposed to go.
