Who welds on cars?
I bought some weld on LCA brackets for my 2002 Z28. My brother has a TIG welder. If I grind off a spot on the rear for the clamp do I have to disconnect the negitive battery cable or PCM before we strike an arc?

Yup. It's easy enough to disconnect.

The instruction sheet from ALSTON Racing recommends that you disconnect the battery (before you weld on the SBF) to prevent a spike from cooking the computer.
