Nope, close, but not close enough. That intake is plagued by poorely setup carbs that have given it the stereotype of not having low-mid range power. Fuel inject that bad boy and it'll knock the socks off of any other POS crab intake out there. It has the highest flow potential and straightest runners, I like.
The RPM range has some saying on the power potential but the real deal is the air flow. A healthy 383 might not make 7000+rpm but it'll move a LOT of air. Horsepower is proportional to air flow. The more air you cram in a combustion chamber the more potential  .
Those Tunnel rams work very well with little 450 carbs ontop that'll support 600hp and give excellent throttle responce (when tuned  ).
Look at the Holley stealth ram for comparison.
I don't like the scope. That, like Matt said, is for blower cars. It would look like a poser being ontop of a n/a engine. Go old school... screens and no air cleaner  .

pretty interesting write up of how running without an air cleaner can actually lose HP compared to using the right combination of parts. Bottom line, use the tallest air filter you can find with the flattest base. this will help direct air into the carb without a whole lot of turbulence.
