hood louvers

i have hood louvers that have the clips missing on it to sit in place and bolt up. the plastic bolts are broken off. Besides using 3m tape which i would not like to do, is their another way to have them installed and wont fly off doing around 90. I have no clue thought about drilling a bolt threw them and adding a nut to it to hold onto hood but dont want to do something i dont have to. Any ideas would be appreciated. thanks

Really no other way other then panel adhesive or double sided tape other then getting new louvers.
