Crank pulley bolt on what year? what engine? we need to know these things so we can help you lol!
for an LS1
Service manual has two specs for installing the pulley - one with the new and one with the old bolt. With the new, the pulley is installed with the bolt seat face of the pulley .095"-.175" sticking out from the end of the crank. Then the bolt is torqued to 37 ft. lbs. and then rotated another 140 degrees. With the old bolt the pulley is similarly installed and the old bolt is torqued to 240 ft. lbs.

Crank Hub Bolt 74 lb. ft.

on an LS1, you do not ever want to use the old bolt as the final installed bolt. Both procedures are used as one...
whenever changing the pulley, to reinstall the new pulley, you use the old bolt first and torque it down to 240 ft/lbs to ensure that the pulley is fully seated. Once that is done, you remove the old bolt and install a BRAND NEW bolt. the new bolt is torqued to 37 ft/lbs, then rotated another 140 degress.
i believe this is basically because GM decided to use torque to yeild bolt, just liek they did with the stock headbolts, which should also never be reused.

TTY bolts also include rocker arm bolts, rod bolts, and IIRC the cam bolt.... on 3.8s at least.
