No, they are not...unless the car was delivered that way from Berger Chevrolet. That panel is called a tail panel, and if you paint it black, it's simply a black tail panel.
You will hear many people say otherwise, but they are mistaken.

No, many (all?) BBC first gens and early second gens came from GM with a black tail panel. Some cars sold by Berger Chevy had the tail panel painted black as part of special dealer packages that were done.
IMO, only F-bodies that arrived at Berger Chevy with a "normal" tail panel, and were sold by them with a black painted tail panel can be considered as having a "Berger Panel"

It was more than just Camaros, as well. A lot of factory hot rods came with blacked out tail panels.
In an EPIC FAIL, 4th gen guys call a black tail panel a "Berger panel" since it was made popular by the Berger cars. Which is why a Green Berger Panel is a Fail x2- a "Berger" panel can only be black, and it isn't a "Berger" panel unless it's on a Berger 4th gen.

Engine = Stock, so I don't see why not. Don't run slicks and drop the clutch.

people have gone plenty fast in the past with 10 bolts. I wouldn't "not drive the car" just because it has a 10 bolt. Don't shock the rear too much and you will be ok.
