either you pay...or the inspector doesnt look and the car passes the sniffer...or you weld cat shields on, and hope it passes the sniffer...if you have OBD2 you just delete the codes

if you dont throw codes.. how often will inspectors actually look under the car?

almost all the time, im pretty sure its what they have to do. I mean they looked under my car and it had no codes.

They are supposed to run a mirror under the car all the time to make sure that cats are in the factory locations.

Passing the sniffer makes it easier. Especially if you go to a private station. They tend to be more lenient. I wouldn't risk taking a car with no cats to the regular inspection station.
Also, you can always put the cats on for inspection and take them off right after. Now that inspection is only every 2 years.
