What does this cable do?

On a third gen, auto trans, there are two cables coming out of the shifter. One is the shifter cable, the other runs up onto the steering column. It's the one that moves when you push the button to shift. I can't figure out what it does. I unhooked it and moved the car up and down the driveway and it worked fine. Does anyone know what this does?

if the key is not in the ignition and turned, that cable locks the shifter so the car cant be put in gear, if you remove it, you dotn need the key to put the car in any gear.
