TBI fuel pressure

What is the normal F/P for a TBI engine. I have been chasing a lean problem on my Formula for months, I've replaced pretty much everything but the fuel pump. It is running at 12PSI which seems low (I seem to remember 13-17PSi for some reason being normal) but unde rload it doesn't drop at all, holds steady at 12PSI. Any ideas?

14psi si correct sir!!!!
i would not be surprised if it was jsut a tired fuel pump. the stockers are not great pieces and tend to pressure bleed at WOT anyway.
