First things first- check all of your connections. You may have reversed some of them.

That is right around what an LS1 will be at normally 40-60, but it shouldn't move at all until you start the car. Check the ground wire

indeed i did. it said to use A sealer so i figured teflon tape would be fine. its not leaking or anything, but do u think its messing up the ground? because on the directions it said the sender should ground itself. maybe i could touch a wire to it and to a good ground and have a friend look a the gauge to see if it changes anything before i go taking it out

that happen to me once with using teflon tape. Try using a liguid or paste pipe thread sealant instead of teflon tape.

What you can do is bench-wire it. Don't install the gauge in a pod or anything, but keep it loose so you can check the connections. If you are sure they are right, and you are SURE you have a good ground, then replace the sender.

Does the pressure connection on the LS1 fuel system require that you remove the core from the valve?
