1974 nova inspection

hey guys, just a quick question. my father in-law bought an original 74 nova 350 the other day. when he went and registered it today one person told him it needed to be inspected, while the coworker of the employee at the dmv said it doesnt have to be. its registered normal, not qq. im not sure since i register all my stuff in pa (much easier). any insight will be appreciated.

i believe only qq is inspection exempt

If he registers it as a QQ historic he will not have to go through inspection.

If he registers it as a normal car then he will have to go through inspection.

yup QQ no inspect + registration is cheaper and every 2 years I think
