quick firebird headlight motor question

when i connect my battery i hear the relay inside the headlamp control module click... and both HL motor connectors have a hot lead going to them when the batt is connected... is that normal or did that module short out again... I ask because a while back that module got wet and shorted out and the motors ran indefinitely untill one of them eventually burned out... is that relay sopposed to click when the batt is connected and ign and acc is off... and also should there be a hot lead at those connectetors when the lights are off and everything is off... my brain tells me if i hook those motors up they are going to run... one hot lead and one dead lead tells me motors are going to run wiht everythign off... anybody shed some light... and if so is it ok to leave the batt connected like this?? (dont want to start a fire or somthing)
