Won't Shift

A friend of mine just baught a 89 camaro RS with a carbed 350 swapped in. the only problem is it won't shift outta first. The linkage is free and theres nothing I could see wrong with it. Could it be a valve body or solinoid thats busted or anything else(yes I checked the fluid).

first go back to the cable , see if it feels if it is moving the downshift valve - second make sure it has full time vacume direct to the intake manifold if it does and cable fells like its working the DS valve -- than it a broken second speed band you can remove the valve body if a clip looking thing falls out thats it -- jz
