P0100 MAF code

So i come here with a problem, dohh..

Problem: I got a P0100 - MAF or VAF circuit Malfunction code out of theT/A. I was told to test for 12V volts between the pink wire and the black wires in the MAF harness connector.

Result: i got 11.22V, is that good enough? What is broken, and what do i have to replace. I have to pass inspection when i get back to jersey, and this will prevent me from does so.

In addition, i completely unplugged the MAF and it still ran the same, is that any indication that the unit itself if faulty?

u probably didn't have a fully charged battery. what year is it?
