I used to have tha same problem in my 1991 camaro z28 tpi a year ago.
I put the fan switch to the water pump.
The fan switch is located at the motor head on the passenger side, dont be confused...

my camaro: 1991 Z28 305 tpi
mod: single fan from 1989 cutlass supreme work well.
mod: put fan switch sensor in the water pump it work very well.
I'm from up-state...
