Get yourself a vacuum reference fuel pressure regulator to reduce fuel flow at idle and have someone take care of the tuning that will put the time into making it right, JSPerformance is good for this kind of thing. You may still have to buy two tunes, one for inspection and one for power.

Keep a catted y-pipe around for inspection and leave the AIR and EGR in place for appearances during inspection if nothing else. They can be programmed out of function, but you at least need it to look like they are there, since the car will have an obvious idle they will likely look much closer at it than the average car rolling through the center.

It is doable and really not all that impractical to get a built car through inspection.
