arOck, NOWHERE in the statute does it say the the side windows and rear windows are alright to tint. If it seems too dark, the officer can stop you for it no matter where it is. It basically leaves window tinting to the discretion of the officer. If you've actually seen this in print somewhere, please let me know, I'm genuinely curious as I've heard the same thing throughout my life but never actually seen it.
There is definitely a safety issue for officers when a lot of window tinting is involved, especially at night. But that's not anywhere in the statute either.
39:3-75.1 says that tinting is allowed for medical reasons.
