usually you want to keep the same diameter, if 3" you can step the crosover to 2.5".
the reason is for balancing left & right sides, so in all reality any suffecient size will do its job, (obviously 1" piping would not be a good choice)
also alot suggest if going to run a cutout,use a tire crayon and strike a line from header flange along pipes to muffle, let vehicle warm up, take a decent pass. where the crayon stopped melting/burning off is your most torque/hp point. install cutout at that area.
